Tested my residential water weeks after Texas storms

Been noticing a chlorine smell from our house water since the Texas winter storms. Under construction (soon) on our pool, but I did jump the gun with purchasing a TF100 kit and decided to test our house water.

Here’s what I got:

FC = 3.5ppm free chlorine
CC = <1ppm
TC = ~4ppm
CH = 200ppm
PH around 8 maybe?

Thoughts? We did get notice from city that water would have heightened chlorine levels after the storms. This seems high for drinking water but I definitely have no bearing on that. We typically only drink from our RO anyways (also pictured as a bit of a control test)

First picture is water from tap
Second picture is water from our reverse osmosis (it has an added alkalinity stage that adds back some mineral content - need this for an espresso machine I run it through)

Up to a 4 ppm chlorine residual is allowed by the EPA.

Will chloramines only show up as CC? My town water system uses chloramines, not chlorine to disinfect.
Chloramines are chlorine that is attached to ammonia. Ammonia is added as a stabilizer similar to cyanuric acid.

You can get some measurable fc, but most chlorine will be chloramine.

They do it every year to maintain the system. I notice a slight chlorine smell especially when showering when they do the maintenance. You will also notice much more flushing of the fire hydrants to help get the disinfectants out when they are done. Here is their press release this year:
