I did just that. It was low...directions said then to use of 06 and count how many drops to get to correct color.
If your CYA is super high, then all or most of the TA will be cyanurate. I think that that's why your pH is not coming up.
I would increase the TA to 140 using bicarb or use borax to increase the pH.
Once you get a CYA test, we can go from there.
