Spa tiles will not stay on.....

High spa wall 3-4 ft. Cannot keep the tiles on. Had tiles and coping redone about 2 years ago and they are falling back off. I really need a good answer at this point. Can anyone recommend a solution? Put back tile, stone? What is the absolute best mortar/adhesive? Is there any other product that is waterproof and can be secured so it will not come off? I'm pretty handy and I think I might as well give it a try. Any recommendations greatly appreciated.

Hydro block is more important on the inside of the spa.

Just putting it on the outside wall will lock water in the shell and it is going to want to go someplace.
