Rope around bottom of Intex AGP

Two questions. The instructions don't specify so should the legs be inside that rope just like they are inside that band around the middle?
Also, what purpose does that bottom rope serve?

Yes, they should be inside of the rope loop.
The reason is to keep the legs from spreading too far out from the forces that the water puts on the sides of the pool.
On some of the newer designs, they moved the center band further toward the bottom of the pool, and did away with the rope completely.
I just put up a new Ultra Frame XTR that doesn't have the rope... The jury is still out on it.
