Thanks so much for your response. I can't tell you how much I appreciate it! I thought it was high based on my very limited knowledge, but it is what the "start" is listed on the filter when we purchased the house and got the pool equipment back from the pool company, so I was referring to that. The pressure gauge they had on the pump wasn't even working, so I purchased a new one. I don't see any sort of bypass.
I did perform the OCLT- it is finally holding some chlorine overnight after 3 rounds of brush/vac, cleaning filter, and shocking. I did add some stabilizer yesterday as the CYA was low. There is definitely still some algae I can see though. I did clean the filter thoroughly yesterday but didn't get a great return on the jet then either. I have been running the pump continuously, so maybe I just need to clean the filter more.

There is a skimmer line and one return jet, plus the bottom drain. There are no separate lines for the skimmer/drain as I have seen in the past so it looks like one line running into the pump and one running out.
The skimmer line seems to have a bit of suction but only a few bubbles in the return jet. Water will flow for the first few minutes and then it bubbles.
The pump to the pool edge is probably 4-5 feet, maybe 20 feet to the skimmer basket. The pool pump's level is slightly below the pool edge by about 3-4 inches.
