Return jet not flowing, circulation seems poor but filter pressure reading normal?

Hello- We had our pool opened on house we just purchased- it is a 16x32 in-ground pool with a Pentair CC200 filter and Hayward Superpump. Most of my experience has been with DE/Sand filters and Saltwater pools so thanks to this site for helping me learn some. We have one return jet that seems to be working intermittently. Most of the time it is just bubbling a bit. I cleaned all the baskets and filter, the pressure is reading around 20 psi. I would think it was a pressure issue- and I just got a new pressure gauge so I think it is accurate. Any ideas?

If you have a 1 HP Superpump and cartridge filter, 20 PSI seems a bit high. Since you just opened the pool, it is likely you have an algae issue that is clogging the filter. Opening pools with cartridge filters can be a bit of pain. Does the filter have a bypass?

Have you performed an OCLT?

Some more details about your setup would be helpful:

Pump model#?

Do you have a heater (make/model)?

What size is the plumbing?

Number of suction runs pool to pump?

Number of return runs pool to pump?

What is the distance pool to pump?

What is the elevation rise/fall pool to pump?
 
Thanks so much for your response. I can't tell you how much I appreciate it! I thought it was high based on my very limited knowledge, but it is what the "start" is listed on the filter when we purchased the house and got the pool equipment back from the pool company, so I was referring to that. The pressure gauge they had on the pump wasn't even working, so I purchased a new one. I don't see any sort of bypass.

I did perform the OCLT- it is finally holding some chlorine overnight after 3 rounds of brush/vac, cleaning filter, and shocking. I did add some stabilizer yesterday as the CYA was low. There is definitely still some algae I can see though. I did clean the filter thoroughly yesterday but didn't get a great return on the jet then either. I have been running the pump continuously, so maybe I just need to clean the filter more.

It is only ¾ HP I believe- model # c48j2n131b1

I believe plumbing is 2 inch

There is a skimmer line and one return jet, plus the bottom drain. There are no separate lines for the skimmer/drain as I have seen in the past so it looks like one line running into the pump and one running out.

The skimmer line seems to have a bit of suction but only a few bubbles in the return jet. Water will flow for the first few minutes and then it bubbles.

The pump to the pool edge is probably 4-5 feet, maybe 20 feet to the skimmer basket. The pool pump's level is slightly below the pool edge by about 3-4 inches.
