Proper backfill material for island??

Question regarding backfilling the void in my spa island. The final plan there is a regular concrete deck to serve as a landing for the bridge.

It sounds like my PB wants to use fill dirt in that opening. I assume Gravel is a better alternative, if that is even enough? Is solid concrete necessary?
