Poured concrete cantilever deck connected to bond beam

Hi
I'm in Las Vegas doing a pool renovation. I want to install poured concrete cantilever deck, but none of the installers isolate the deck from the bond beam, and some even install rebar into the top of the bond beam to lock them together.
Is this acceptable? Is it just a Vegas thing?

Nope, that is not acceptable. Tieing a cantilevered deck to the bond beam will lead to cracks around the tiles. By the time things begin cracking the deck crew will be long gone.

maybe i could ask another question. i had a bond beam restoration done but the concrete was poured very unevenly. they said they are going to build up the top and the face of the beam to make it plumb, flat and even. i believe that they want to use type s mortar. some areas on the face look to need around 1.5 inches of buildup. would this work as a substrate for waterline tile? thank you again!!
