Pool sweep gets stuck

My Polaris sweep often gets stuck on the wedding-cake pool steps and sprays water in the neighbors yard. After the neighbor complained, we shortened the tail and added a clip on the end, which helped for a while, but now it's doing it again. I've tried adjusting the screw that's supposed to control the direction of the sweep, but nothing works. I've cut sweep hours to 2-hours a day, and I'm still having to pull it off the steps 3 or 4 times during that time. It's so bad that we turn off the sweep if we're going to be gone during it's timed cycle, even to the grocery store. Any help would be appreciated.

The Back-Up Valve should help get the vac off the steps. Also there is a weight that you can add to the tail sweep to help keep it under water. Ours used to spray our windows and us occasionally.
