Pool Electric Timer

I have a GE Time Switch that I am having issues with. For the past few years it has been making a loud buzzing noise when on the "Timer" setting and the timer actually "on" (didn't make any noise when switch was "ON".. This year the electric is on when on all three settings ("On", "Off", "Timer") and it doesn't matter if the timer dial is in on or off. Also, it is still making the buzzing when the timer dial is "on" but no buzzing otherwise. Any ideas what could be wrong?

Probably fused relay contacts. Replace it.
 
Check that the power is off to the wires using a mutimeter or current tester before you touch the wires.
 
You shouldn't have any problems wiring another brand of timer.
1) The black wire to the left is incoming power it will go on clock power of the new timer.
2) The black jumper connects power to relay 1 common. it'll do the same thing on the new timer.
3) The white wire is neutral for the clock power. Apparently neutral is ran directly to the item the timer controls.
4) The black wire under the NO terminal goes to the device controlled by the timer. It will go under the NO terminal of the new timer.
