That central part with the strap around it seems misaligned. It looks like it should be engaging with the part below it in the photo. But that's a guess. Can you wrench either of those 2 parts into place?
If you can, @Bjones19 , take another photo with wider angle so we can see more of the mechanism. That doesn't look the same as mine.
