The Mastertemp 400 is connected to an intellitouch. It was working the previous evening, when I went to turn it on from the panel in my house the panel says its heating, but the heater did not turn on. I tried turning it on manually through the service panel. I turn the mode to service, turn filter pump on, and push the heater button. Panel says heater on and when I go to the heater the panel does the start up sequence. However when I try to manually turn on the heater none of the buttons on the panel work. The heater is getting 220V. Seems to be a control panel or membrane issue to me. Is there a way I can test the control panel?

Check the fuse. Also could be a transformer issue. Turn the power off to the heater and then when you turn it on, see if the board lights up and shows a display. If nothing shows on the display, check the fuse and the transformer.
