no bubbles in spa

i'm andy g , live in henderson nv. have a 20k gal. pool with spa. and only problems are giving me headaches.

i have a pentair intelachoice system. when in spa mode no bubbles. turn on air blower then there are air bubbles. removed all 9 eyeballs and 5/8 orifices ran with blower on to clear debri and reinstalled all port set ups no bubbles. i'm lost as to do what next.

Welcome to the forum! I know one way to get bubbles in the spa but it's probably not the solution you are looking for.

Well, I don't have a built-in spa, but I thought that what you are seeing is how they should operate... no bubbles unless the spa blower was on...

Maybe I just don't understand the problem.. Is this a new pool/spa and it never worked, or is this an old pool/spa and worked before but now does not work?
