Is my motor dead?

My motor for my in-floor cleaner I think may have died. In the past it had stopped working and a simple capacitor replacement got it going again. This time I replaced the capacitor but it will turn on for a couple of seconds then stop. I can turn the impeller, so it does not appear to be jammed. Also, this is a Permanent Split Capacitor motor, so does not have a centrifugal switch. It does have a Klixon CET53CS doodad, which appears to be a temperature safety switch that auto flips it if it reaches an unsafe temperature. As I was taking it apart, I noticed the bottom of the motor winding wire is very black, and looks to have got hot enough to melt the twine (or whatever it is) that went around the wire. Does that mean my motor is probably dead and should just order a new one?

Motor model Century 193986 (part of Jandy WFTR120 pump package), which is a 1.65 THP motor
