Inground vs above ground pumps

Need some advice on Inground pumps. What is the main difference ? as I noticed they are more expensive.
I have on ground pool 30k liters , and 1HP above ground pump. What I dont like about the pump is that it must sit on ground level in order to start properly otherwise no suction.
If I buy inground pump and move it about 20cm above ground level, would it be able to start ok ?
 
Inground pumps are self priming and are designed to operate placed above the water level.

Above ground pumps assume the water is above the pump and water will be in the pump basket and always primed.

Pump HP needed depends on equipment and plumbing, not gallons in pool.

1Hp to 1.5 HP is adequate for a simple pool.

Get a VS pump and then HP is adjustable to whatever is optimum.
