How to dispose of old stablizer

I had stablizer in a sock from last summer and I want to dispose of it. What is the best way? I'm assuming I can't just but it in the trash. What about pouring it down the drain and letting the faucet run?

Why not save it until you need it? I would imagine you have to add some CYA every spring.

I left it outside all winter in the sock in the elements. Figured it's no good.

It will still be fine, though if it has clumped together it might dissolve very very slowly.
