How permeable is the mesh panel supposed to be on the safety cover?

One additional thought...
what would be the better option to clean that drain panel? Water or air? I've got a fireman-type nozzle for the hose and I've also got an adjustable air pen for my small compressor.
 
I would contact the manufacturer to get their advice.

Can the straps be tightened any more, or are they at the limit?

The anchors look like they are too close to the edge of the pool. They should probably be about 6" back from where they are.

It looks like the drain panel stopped working at some point and the water stretched out the fabric where it pooled.

You might want to get an automatic cover pump to keep it dry.
