Help fix return fitting leak

We have been battling a leak that has seemed intermittent over the last few years. We now have located at least one leak at a return fitting that was installed in the fiberglass stairs. The fitting is crooked and had a large silicon caulk joint around that has slowly degraded. Not sure if this has settled or had been like this since installation. Since it is glued in, is the only option to clean and recaulk? What about a larger epoxy patch? Thoughts on how to repair?

A+B Epoxy Putty - Rezolin, LLC, I would try this. Clean area really well of residual caulking first

I will look into that epoxy. Who sells it? Can you get it at a home store: Menards, Lowe's, home depot?
