Health Club indoor pool. Checking for safety?

OK so the pool must be shocked and aerated to remove volatile CCs. I understand that I can just add bleach to an outdoor pool to shock it. In an indoor pool that would not seem feasible because there is no sunlight and it seems to me that the chlorine would take too long to dissipate. Would the aeration speed up the dissipation of the chlorine? What kind of shock can be used in an indoor pool that would minimize the time needed to keep the pool closed?

I am in Putnam County, NY. I found a site that only refers to the NY state codes. How does one go about getting the regulations for a county?
