We built our pool in 2017. Recently started to notice one of the 3 lights would not light up with the other every time. Now it’s completely off. I quoted a replacement at $1300 with labor ($600 for the labor if done in an hour). Is this something I can replace on my own?

If you are patient, yes its fairly easy. Look up pool light replacement on YouTube, doesn't really matter which type or brand as the principles are the same. Be sure to get new lights with cords longer than you think you need as you can't splice light cords underground.
 
It could be me but it seems like "the pool light industry" is getting a bit opportunistic about pricing. Along with others I wrote a bit more in this thread the other day, including a replacement option for $300. And there are tons of related threads here in TFP if you run some related searches, and on youtube as @1poolman1 kindly points out.

Whether or not it's DIY for you depends on so very many factors, your skill among them, your knowledge of standard wiring practices, also NEC 680 as it applies to checking for proper bonding, grounding and other concerns, as well seeing that any transformer primary is on a GFCI circuit. Not sure if your colorlogic is protected by GFCI, I know nothing about that particular lighting system - except that yes, it's pricey! Safety is key, so an electrician is also a good choice - maybe find one who will allow you to help, you do the poolside/in-the-pool portion. Not always easy to remove the old screw and such from the deck, and getting in the pool with mask and snorkel can be fun and the mask and snorkel becomes handy all year long for all sorts of things :snorkle:
