Grading Question

Can I build a 24" retaining wall that is say 24 feet long on three sides with the 4th side being a slope, back fill and safely build an above ground pool on the flat area that I have created? I have a really crappy slope issue that combined with zoning set backs make pool placement a challenge.

The flat area would be the back fill behind the retaining wall. I need to raise a 100 sq feet area by 2 feet. If I cut into the lowest grade and created a base on completely undisturbed earth, the pool ledge would be significantly below grade for 1/3~ of the circumference

The retaining wall at 24” should be engineered.
As with any backfill it must be compacted properly even if it’s only 2’ horizontally to obtain the proper PSI.
