Empty pool

So, with a grip of tools I've ended up working part time at the hotel I'm staying in. Nice right? You know what would be nicer? If that empty pool had some water in it.

After doing a bit of research, there seems to be a number of people that purport that you can't fill in a pool that has remained empty for any significant period of time.
To me it seems as simple as patching some cracks, and filling it up.
Can anyone explain anything about static pressure, sinkholes, the water table, and what I might be able to do to remediate these factors?

Can’t get a good look at the cracked bottom but it looks like it needs a plaster job at a minimum. Was the hydrostatic valve on the bottom opened?

A commercial pool may have different codes to meet then a residential pool.

It's apparently been empty for 10 years is all I know as of yet

I don't think anyone out here knows what a water table is... Maybe that's a good thing?

Yeah but the sun and heat beating on it can take its toll on it.

To me a empty pool is more dangerous then a full one. Kids are curious
