Does anyone know what This port is

hi guys,

So I have 2 jets in my shallow end that shoot water into the pool however, I have these 2 ports (1 in the middle of the pool and 1 by the spa) and neither one of the seem to function. Does any know what purpose they serve?

I suspect that they are rope anchors for a net or float line dividing the deep end and the shallow end..
