DE measuring confusion.

Why are all the "DE scoops" presented as 1 scoop = .5 lb's of DE? I bought one at Leslie's a couple of years ago, and until recently never bothered to question this. I weighed several scoops to come up with an average in every case got 10.2 - 11 oz. So for 2 years I've been over charging my filter.
I checked several options on Amazon and noticed with just about every scoop people saying the same thing.
I'm just wondering if I'm missing something?

Measuring DE

I have seen posters asking about scoop sizes, coffee cans, ect when measuring DE. I thought when recharging my DE filter I would measure it in different weights. The bucket is from a big box store, scale is from my brother and used to measure refrigerant, scale was zeroed out after adding...
