Crack in pool skimmer drain structure

The plastic in ground skimmer structure has a crack in it. It's mostly above the water line but I'm fairly sure water leaks out of it when my pool is at it's ideal level. Replacing the thing seems impossible for DIY, bit patching or plastic welding the crack might work? Anyone have any advice on this?
 
I've attempted to fill the crack with a product called water weld, it's just a weird clay, it doesn't seem to work all that well.

I thought of using a wide piece of flex seal tape, but it won't stick when it's this cold out, I could probably do that in the summer.

What if I just lower the water level a bit, sand it, and generously apply PVC glue? That seems like the best option?
