Contractor Damaged Pebble Tec

We are in week 15 of a "4-6 week" renovation. Our pool has been drained the entire time (which I've heard is bad for Pebble Tec) but an even bigger problem is they didn't clean up after the tile was replaced/coping was installed (over a month ago) and now there are several blobs of dried mortar in the pool. They claim these will "come right off" with a more powerful pressure washer (which concerns me) and I fear they will remove some Pebble Tec as well. As part of the pool renovation, we had to correct a beach entry and so were already planning on a Pebble Tec patch for that area, but it's now becoming clear that their neglect and slow cleanup has caused damage to out Pebble Tec - is it possible to repair areas that have had the top layer removed? Has anyone had an experience like this?
