Chlorine not moving

Yesterday before bed my chlorine was at 4 ppm. Today after a long day in sun at 90 degrees out and kids swam in it for an hour the chlorine level didn’t move. My cya is low at 20 . How is this possible

It is just not possible. How are you adding chlorine to your pool?

I add 10 percent bleach when needed. I heard I supposed to daily but it barely moves. I use a pf100 test kit
