Can Solar Heaters Be Plumbed Into Pool Fountain?

I as wondering if any one has installed solar heaters and plumbed their return into a fountain? If not could it be done?

No reason it couldn't, but running water through a fountain is a good way to cool it off. Kind of defeats the purpose.

I was planning on running it on its own return but instead of making a new return hole I was just going to plumb it over the liner straight into the pool

That is fine, aside from the pipe potentially being in the way.

If the return pipe was outside of the water, would this act as a vacuum release?

Yes. Depending on how high off the ground your panels are that might be a little bit low for a vacuum release. Panels on a one story roof will be fine with that. But there is the possibility of issues with panels on a two story roof and the "vacuum release" down at ground level.
