Maybe a small screw tap/extractor set? I had good success with a tap-extractor working on my car when a metal bolt snapped-off. Since this is plastic, you might even get away with drilling a small pilot hole into the plastic stem stuck inside. Then screw a small bolt or screw into that hole and see if it will back-out. Maybe apply a tad of glue first to help it glue to the plaster before trying to turn counterclockwise.
You can take a large flat blade screwdriver and heat the tip of it up and push it into the plug and let it cool. Most times that will let you unscrew it.
