Our Lowe's and Home Depot carries a 10% that comes in 2 gallon cases, and works out to about that same HEB price. But it's specifically for pools, so no need to worry about additives not mentioned on the label.

Also check with local power washing companies and see if they'll tell you where they buy bleach at. And maybe check with local clothes cleaning places, they may be willing to sell you some.
