Another bonding question...

Sorry about bringing up this subject, but I have read a ton of posts about the importance of bonding. I have never read exactly where the electric current comes from.
On a related note, why is it important to wire the #8 wire into the rebar? Isn’t the concrete an insulator? Wouldn’t the enclosed rebar be “shielded”, for lack of a better term, from this electricity?
Btw, my first post, but I’ve been lurking a while. Lot’s of very knowledgeable people on this site. I appreciate the info it has brought me

You can have stray current. Horrible problems have happened to pools (and people in those pools) when not bonded.
