A small amount of water leaks from the skimmer hose connection when the pump is off but stops when the pump is on. The pump doesn't completely prime . What could be the problem? Any ideas?

I'd say you found your suction side air leak.
Plug the skimmer with a cork or a rubber stopper or a potato whittled down to size and remove the hose and check for any cracks on the skimmer. Then look at the hose. Maybe it's cracking internally or the clamp is stripped.
