Safety Rope with Cantilever Coping

I have cantilever coping and am getting concrete poured in a few days. How do I attach the anchors for the Safety Rope as there doesn't appear to be any place to put them besides drilling into the concrete decking or the liner wall. I've attached a copy of the anchors that came with my pool.

My rope anchors just going into the pool wall through the liner, the same way that the returns and pool lights go through the liner wall. I am assuming that yoru anchor has some sort of seal on it that will prevent any leaks. If not, there are alternative anchors that do have seals that go through the liner.
