Cracked Stairs

My stairs have developed a crack, any ideas on how to fix this? I searched the forum but came up with no results. Would it be better/easier to call a professional? I attempted to repair this last week with some waterproof putty stuff, it lasted for a week and I noticed the crack had gotten bigger yesterday, and again added more putty in a futile attempt to keep the water in.

For now I have drained the water below the crack.

JB Weld? or maybe some kind of epoxy.

I used JB Weld underwater putty in an attempt to fix it.

Specifically I used this product

I just started draining water from the pool so I can fix the steps. With some luck we will be able to swim tonight.
