Jet Making Gurgling Sound With A Lot of Pressure

I have a gunite inground pool, about 21,000 gallons of water, and a Hayward DE filter. One of the jets is somehow connected to a small pipe near where an old big pool slide used to be. The small pipe is exposed by about a couple of inches above the cement. The pipe causes the jet to blow out at a high pressure and makes a gurgling sound. This does not affect the pump pressure, but I'd like to fix it. Here is what it looks like.

As you said, that small pipe likely once fed the slide with water. Having the pipe open should not really increase the water flow strength, but it could allow the pool return to suck in air like a spa jet. Just put a cap on it and see if that fixes your concern.
