troubleshooting compupool salt controller

Leads on salt cell and cell got fried. Replaced salt cell(compupool cpsc36) with new cell and new leads. Controller has power but led reads off. Reset circuit breaker and tested all leads and fuse for continuity. All OK.
What else can I try or test.
