Metal wall liner question...

I have some loose liner above the water level. I would like to remove the top capping/rail to pull it taught. This would mean unscrewing the top capping and removing a section of the top ring. My worry is the pool collapsing.
Would I need to empty the pool to retention the liner, or can I just remove the top capping/ring and pull the loose liner over the metal wall/side?

You might be able to see the loose material from this picture.

You should be fine removing and replacing the top rail.
