What does resource limit reached mean?

I tried to use this website from my phone and got this message:
Resource Limit Is Reached
The website is temporarily unable to process your request as it exceeded resource limit. Please try again later.

What does this mean? The site was busy (1700-1900) at the time of request, but I had no problems accessing with my tablet.
