Your pool is cloudy because algae is growing in it. Algae is growing in it because there is not enough chlorine. Chlorine must be maintained above the minimum level for your CYA level at all times or algae will grow. Chlorine CYA Chart

Get a good test kit from the Test Kit Comparison, I use the TF100 from tftestkits.net.

Once you get your test kit you will need to SLAM Your Pool to kill the algae.

That cannot cause cloudy water. Cloudy water is almost always caused by chlorine levels being too low for the CYA level. It is also usually a sign of algae.
