Opened my pool and the water is not flowing the way it has in the past. I got a new pressure meter and it is running at about 15 lbs pressure. Is my motor going out. If so which one should I buy

Generally a pump,going out is going to make more noise than usual or feel hot, almost or too hot to touch.
We really need more information though to give an informed opinion.
If you can add the details,of your pool to your signature (look at my signature for an example) and give a little more information about not flowing as it has int the past. What does that mean exactly?

Yeah, more info. tell us about the flow and how much it differs. Was the psi different from befor replacing the gauge?

Your filter could be clogged, or even simpler: the skimmer and pump baskets are clogged with stuff. Or you're sucking air from low water level or a sticking skimmer flap. You didn't just vacuum up a bunch of leaves and pine needles did you? And is the water clear or green and chunky?
