Who tests the WC of propane at installation?

The propane company set the tank and ran the line ( in the trench I dug) to the heater. They are now going to get service truck to fill it. Who is supposed to actually adjust the regulator pressure to the correct WC per manual??

Assuming you are talking about the external propane tank regulator. The tank/line installer should do that. Most all propane appliances are designed to run within a set range of water column inches. In fact, most propane appliances have an internal regulator that will fine-tune the pressure coming from the tank, post-tank regulator.

Also, in most locations, an inspection by the city may be required. They will focus primarily on doing a leak test but, depending on the municipality, they could also test line pressure.
