New pool build - leaks in plaster

Are leaks normal for new plaster? I also notice a little yellow in the plaster (it's supposed to be blue). Is this normal too?

We have an a ton of rain in the Houston area over the past couple of weeks.

Welcome to TFP Ashley,

Sorry you're entering this way. I don't know where the moisture is coming from, but it isn't normal. The discoloration is not normal obviously, but that's an issue with a mistake or oversight on the install that allowed that to happen. Have you contacted the builder/installer? I would have them address this before a fill takes place. Sorry I'm not more help, but I can't say what the causes are.
