everyone always refers to cya in a solid form. I bought some stabilizer at Walmart today in a powder form. Is the procedure for adding the same ie. in a sock in the skimmer.

Yes it's the same method via the sock in the skimmer. Remember it won't fully register on a test for up to a week.
By solid they are referring to granular form. There is also liquid but it is rather expensive.

Sorry about that, I can see the confusion. What we mean, is powder as opposed to a liquid variety.
