Autopilot SC-42 working?

Good evening,

A first time pool owner here in sw Florida. I have a salt pool with an Autopilot SC-42 that is not creating chlorine.
There are no faults on the screen to indicate that there is an issue. The salt is currently at 2600 ppm and the reading on the Test Pool Pilot is at 26 volts and 5.0 amps.

Interesting to me is that if I unplug the red and black prongs it still provides a reading (as mentioned above) and no error. If I unplug the rubber connector from cell itself it still provides a reading and no error.

How can this be possible?

There are 3 ports on the rubber plug but only two prongs on the cell. Which way are you suppose to plug it on?

Anyway, any help would be greatly appreciated.
 
I'm not familiar with that SWG. But, salt level seems low for most. Recommended level is usually 3000 or more. What does the manual say recommended salt level is? And what is too high?

How do you know it isn't creating chlorine?
