A quick google search came up with something about a Holiday Inn concrete pool that it has been used on. I wrote the company asking for specifics. Can't hurt to ask, right?
Evidently not from concrete! Tons of questions out there about how to get over spray off. And there is some sort of spray that can be used now to make it permanent. I'm thinking more in line with how chemicals or bleach would affect it.

Update.
Heard back from plasti dip. They were far more concerned about finding out where I found the info on the Internet that they had tried the plasti dip pool than proving me with info about why it wouldn't work.
But they made it clear it absolutely would not work as a pool coating.
Oh well. It was worth asking about.
