CYA will only lower significantly if you physically remove water from the pool. If you get a lot of rain and then have to pump out of the pool, that will lower the CYA some.

Evolve appears to by Dichlor plus some other things (citric acid and soda ash) so it would technically raise the CYA, although I would have to think that trichlor tablets (which dissolve slower) would be cheaper. If you understand all the effects of these products, then they are fine to use.
