Leak Detection

Leak Detection in Pool School states "The way to tell if it's the pool or the plumbing is to plug all the inlets and outlets....

My question - How does one plug all the inlets and outlets? Does that mean turn the pump off, turn all the valves in the closed position, and then watch the water level?

No. Shut the pump off, put the winter plugs in the returns and put a gizmo or plug in the skimmer(s). That eliminates the filter/pump and all of the return and skimmer plumbing. Main drain leaks are another issue. Much more difficult to plug that and isolate it, but it can be done.
