I need a cleaner that doesn't depend on my pool pump.

You can consider a robot cleaner, but they are very pricey. If your cedar things are more of a seasonal occurance, his might be one of those instances where a pool skim might be of some help. You will need to run your pump and I agree with JasonLion a skimmer sock it recommeneded. But I believe this pool skim migh actually collect more of those things than the skimmer will.
