Questions don't get much more basic than this one

I have a pool cleaner. The filtered water is returned via jets near the surface at the pool corners. But the system also include a spray of water onto the surface (see the picture).

If it was a sewage pond, the spray would be for aeration. If it were a diving pool, it would be so divers could spot the water surface before entry. But it is neither.

If your water gets in the high 80's to mid 90's you run it some at night when hopefully the temps are in the lower 80's or better. Some of the water's heat will dissipate into the cooler night air. So the water should be a little cooler by morning. My neighbor's pool has them, his PB called them cool jets. Plus as JohnT said, they could also be for appearance and can lower TA if the pH is low enough.
