I understand bare copper wire #8 needs to be run around the pool some 18-24" away, at least 6" in ground, connected to pool frame at 4 points, using DB rated copper lugs. But what about screws? Are there any special screws required and if so where can I buy them? Do they need need to be stainless?

The screws should be corrosion resistant, or if underground they should be rated for burial. Stainless is always a safe choice, though other things are often acceptable. In many cases the lugs can be fit onto existing bolts holding the wall together.
