We are getting ready to build a pool with 380 sq. foot surface area, a max depth of 5 feet and a 7"x7" raised spa. Our builder quoted a Pentair clean and clear plus 420 filter. I asked if it would be smart to upgrade to the 520 filter. They told me that the 520 would only give me about a week longer run time between filter cleanings over the 420. Does this sound right?

It looks like the replacement filters for the 420 are a bit cheaper (less material) than the 520 and there appears to be more options on the 420 filters. Did a quick search on google shopping.

There looks to be a $200 dollar difference in housing cost also.
The 420 may be a better overall value.

The 520 will go roughly 24% longer than the 420. How long that is depends on the specific situation, and can vary quit a bit. In a typical case it will be more than a month additional between cleanings, shorter if you have a lot of debris entering the pool, longer if very little falls in the pool.

Only $100 more up front and $34 per filter change. Hard decision. How long between filter changes? I understand it varies but what would be a good guess.
at 380 sq ft, x 5 ft deep + the spa, im making a best guess that might be about 13K gallons.
I have a CC 420 on 15K gallons and only have to clean my filter once a year and honestly, I could easily stretch that for a couple or 3 more months.
Like others says though, every pool will be a bit different, so your exprience might be a little different.
In any case though, the 420 would be awesome. Dont know that I really see any significant advantage in going bigger. But if you want to, it wont hurt anything. Rule of Thumb on Cartridge filters, is "the bigger the better"
